In April 2025, the Ministry of Education, Youth and Sports nominated Michal Pazour, head of the Strategic Studies Department at TC Prague, to the steering group of the OECD project „Strategic intelligence for critical and emerging technologies for transformative change.“ The purpose of the Strategic Intelligence Steering Group is to provide feedback and input to the OECD expert group on requirements for the provision of strategic intelligence in the field of transformative research and innovation policy.

The OECD emphasizes the importance of strategic intelligence, including systematic analysis of trends, research and innovation potential, and the potential impact of new technologies on the economy and society for the effective development and implementation of research and innovation policy. It is good that, thanks to the STRATIN+ project, we can share our experience with a systematic approach to providing strategic intelligence for research and innovation policy in the Czech Republic with the OECD and other countries.
The work of OECD project „Strategic intelligence for critical and emerging technologies for transformative change.“ is building on the Framework for Anticipatory Governance of Emerging Technologies, which mentions, for example, that emerging technologies can contribute to unprecedented gains in health, energy, climate, food systems, and biodiversity. However, these technologies and their convergence sometimes carry risks to privacy, security, equity and human rights. This dual-edged nature of emerging technology requires policies that better anticipate disruptions and enable technology development for economic prosperity, resilience, security and sustainable development. Drawing on prior OECD work and legal instruments, this framework equips governments, other innovation actors and societies to anticipate and get ahead of governance challenges, and build longer-term capacities to shape innovation more effectively.
