Foresight Course for Public Administration Fills Up Fast

Technology Centre Prague (TC Praha), within the STRATIN+ project, has launched a new course on strategic foresight for public administration — and demand quickly outpaced the twenty available places. The course, delivered entirely in Czech, is aimed at analysts, strategists and managers working in public administration and research organizations, and all seats were reserved shortly after applications opened.

Running from October 2026 to March 2027, the course consists of four modules held at TC Praha’s premises in Prague. Participants receive a practical, hands-on introduction to strategic foresight as a tool for strengthening institutional strategic management, developing robust public policies, and preparing organizations for future uncertainties. Around 80% of the teaching time is dedicated to interactive work, facilitated discussions, and the application of foresight methods to real-world challenges — each participant works on a topic from their own institution throughout the course.

The four modules follow the logic of working with the future: from horizon scanning and trend analysis, through scenario development, to visioning and backcasting, and finally roadmapping and change management. A detailed overview is below.

The course is led by Michal Pazour, Deputy Director at TC Praha, who has more than twenty years of experience developing analytical and strategic studies for the Czech government, the European Commission, the European Parliament and the OECD. He is joined by Ondřej Pokorný, Head of the Strategic Studies of TC Praha, who focuses on translating technological and societal trends into scenarios, research priorities and strategic roadmaps. The course also draws on international expertise through Kateřina Ciampi Stančová, a policy analyst at the OECD Centre for Local Development, who previously worked at the European Commission’s Joint Research Centre and EIT Digital.

For now, the course remains a Czech-language offering, reflecting its focus on the Czech public administration context. We were pleased to see it fill up so quickly, and it points to a growing interest in foresight and anticipatory governance among Czech public institutions — a trend STRATIN+ will continue to follow in its future activities.
