Research and Innovation Systems

Our analytical and evaluation activities strengthen the performance and resilience of the Czech R&I system. We support evidence-based policymaking through programme evaluations, knowledge-transfer insights and advanced bibliometrics. We monitor international developments and collaborations, assess security implications, contribute to the strategic governance of research infrastructures, analyse the innovation capacities and analytically support the nationwide transition towards open science.

Technology, Society and Smart Specialization

We integrate horizon scanning, strategic foresight and societal impact assessment to help shape long-term R&I policy. Our work tracks emerging technological trends, develops scenarios for the future of the Czech R&I system, and informs mission-oriented approaches within smart specialization. We evaluate the impacts of artificial intelligence and digital transformation, analyse the data and digital economy, and provide expert inputs for the governance and continuous updating of the National Smart Specialization Strategy.

People and Science

This thematic area focuses on the human capital that underpins a successful R&I system. We generate robust evidence on career trajectories, mobility patterns and skills development. Our activities include designing a national system for tracking researchers’ careers, analysing academic inbreeding, and examining professionally oriented study programmes and industrial doctorates. We also promote gender equality through systematic monitoring, barrier analyses and thematic reporting—fostering an inclusive, high-quality research environment across Czechia.

R&I Community

We cultivate a strong and connected expert community for research and innovation policy. Our activities foster long-term knowledge exchange among research organisations, public authorities and international partners. We deepen international collaboration, organise targeted study visits for public administration, and expand a national discussion platform that supports open professional dialogue and the sharing of good practice across the Czech R&I ecosystem.
