Strategic Intelligence for Research and Innovation

The Strategic Intelligence for Research and Innovation (STRATIN+) project, running from 2025 to 2030, provides comprehensive strategic intelligence services to public administrations and research organisations in support of the effective implementation of research and innovation (R&I) policies. The project contributes to the coordination and interconnection of existing analytical capacities, aligning their activities with both the current and future needs of strategic decision-making in R&I policy, and promotes the systematic use of expert analytical and strategic inputs by public authorities responsible for developing and implementing R&I policy in Czechia.

The strategic intelligence activities encompass the systematic analysis and evaluation of factors influencing the national R&I system, the assessment of R&I policy impacts, and the identification and evaluation of trends and opportunities through horizon scanning and foresight. Particular attention is given to researcher careers, training and mobility, as well as to cross-cutting themes such as gender equality in R&I and open science. In addition, the project provides a platform for open, expert, and independent discussion on current R&I policy issues and promotes knowledge exchange among diverse actors across the national R&I system.

The project’s overarching goal is to ensure the systematic application of strategic intelligence to support evidence-based decision-making on the allocation of public funding for R&I in Czechia. Its mission is to deliver timely, objective, relevant, and analytically robust information to guide strategic policy decisions.

By strengthening national capacities for strategic intelligence in R&I, STRATIN+ seeks to effectively coordinate and link analytical activities, enhancing their impact and coherence. The project’s integrative character connects existing analytical capacities distributed across government departments and research institutions, while ensuring that analytical work is directly aligned with the needs of public authorities responsible for R&I policy formulation and implementation.
